Josh did not turn down the Army's Rebirth Soldier Project.

In 2001, she revealed that the Roswell incident had nothing to do with aliens at all. Instead, the U.S. military had been conducting a series of secret high-altitude human experiments, including biochemical tests, medical research, and aerial experiments on human subjects.

The strange "alien" bodies found at Roswell were actually severely disabled humans used as test subjects in these experiments.

To prevent the truth from coming out, the government created an elaborate alien cover story to mislead the public.

Given the history of the U.S. military, this possibility is very likely.

The C-Sector was already a remote part of the Kree Empire, and Earth was on the very edge of it—practically outside their territory.

According to star charts, the last time the Kree officially visited this planet was thousands of years ago.

But after pursuing the fugitives here, Mar-Vell found that Earth had developed into a relatively advanced civilization. They even had man-made satellites.

This piqued her curiosity.

So she decided to stay and explore the planet for a while.
