Chapter 271: Heavenspart Federation
Nancy's actions awakened something in the two ladies, as they began to imagine having a child with Shen Yu. It made them want it even more.
Sadly for them, Shen Yu had no intentions of having kids anytime soon. It wasn't because he didn't want to have a family with his beautiful wives, but because he didn't think they were ready for such responsibilities yet.
The world was still a mess that needed to be cleaned up, and Shen Yu didn't want his children to grow up in a world like this. So unless he succeeded in creating a new world, having children would have to wait.
There was also the fact that Shen Yu didn't believe he was ready to become a father...or whether he even deserved it.
While he had recovered by miles and was living a happy life, he didn't think he could pass on great values to his children just yet.
He needed to prepare his mentality to become a father properly, as he wanted to be the best father possible for his future children.
'There is also the threat of that being using the Chaos Magic of Corruption. There are just too many variables.'
It took some time, but he managed to convince the two of them to drop the idea of having children for the time being.
Fortunately, although they looked disappointed, they understood his reasons and agreed with him.
'I will remember this.'
The next few days were a blur, as Shen Yu spent his time developing Heavenspart Island. Apart from dungeon creation, there were many other things to take care of.
He needed to construct towns across the island, distribute the Spiritual Creatures reasonably, and attend to many other tasks.
The only good thing was that he had capable subordinates and wives who helped him in the process. It took some time, but Heavenspart Island was finally ready.
Then, he proceeded to open portals that enabled the transfer of billions of freed people onto the island.
He had given them a choice of whether they wanted to stay in the Qing Empire, but of course—aside from a small minority—nobody wanted to remain in that hell.
After the transfer of all the people, the most difficult task of this operation began: turning such a large population into a stable, progressing society.
But that wasn't his job. He gave that authority to Xu Ming, who was determined to improve the lives of his people.
Xu Ming implemented many policies and announced several laws, though most of this was done with the help of Shen Yu's wives and some of the former slaves who were well-versed in such matters.
The biggest help in the operation was definitely Li Xiaojing, who not only provided crucial information about the island but also drafted many of the laws necessary for creating a functional, civil society.
She had been Empress for many years and was experienced in ruling people. Over the years, she had wanted to introduce many reforms, but most were rejected due to her limited position.
Now, she finally had the chance to implement those reforms and her vision in building proper institutions for the people, and she contributed a great deal.
Apart from her, others also helped in founding the Heavenspart Federation—the name decided for the nation on Heavenspart Island.
Once that was all done, Shen Yu distributed some newbie benefits to everyone based on the roles they had chosen for themselves.
As for those who tried to use the excuse of waiting to laze around, they were given only a month of free access to a few resources.
After that, they would need to work hard to support themselves. There was no place for laziness in the Federation.
Shen Yu observed the island for the next few days, wanting to see how things would develop. He was actually looking forward to it, as they had practically started an entirely new civilization.
Though, the main reason he observed was because he had expected chaos at the beginning—but he had clearly underestimated the resolve of the freed people.
They held firm determination like no other and worked hard to cherish their new lives. Xu Ming also proved to be an excellent ruler, working tirelessly for days without a wink of sleep.
He had taken help from many educated former slaves, which not only assisted him but also marked a step forward for an independent society.
Of course, trouble was still present, as many people tried to commit crimes. That was just human nature, no matter where one went—so Shen Yu wasn't really surprised.
He didn't intervene in those situations, as he wanted to see how Xu Ming would handle it. And the new administrator didn't disappoint him—he immediately took action against the criminals.
By then, a new batch of freed people was ready to move to the Heavenspart Federation. These were the slaves Shen Yu had rescued later and given some time to adapt and be observed.
They were overjoyed to meet people who had gone through the same experiences. Suffering truly brought people together at times.
Things proceeded smoothly—or at least more smoothly than Shen Yu had expected. It was still a miracle that he had been able to build this working nation in a matter of days.
One day, he hovered above the island, observing the Hunters as they dove into the dungeon and hunted Spiritual Creatures to grow stronger.
They were still exploring the first floor, as the majority of the population had been mundane people before arriving on the island. Only a few powerful individuals dared venture deeper—but they first helped others become familiar with the dungeon.
That was unexpected for Shen Yu, but he warmly welcomed such a gesture. There were even sects opening up in various locations led by these powerhouses.
[It worked out, Master.]
Shen Yu smiled.
'It did. We've created a happy world for so many people who now have the freedom to choose the life they want. It feels good to see this.'
But he knew it wouldn't last long if he just let them govern themselves without any guidance. His sect would most likely need to intervene at times to maintain balance.
That was fine—he had made preparations for that too.
[Master, what about that modern world?]
