Tsunade listened in silence, her gaze fixed on Hanzō. Not only that, but our village will be officially recognized as one of the great villages, treated with the same respect and consideration as Konoha or Iwagakure.

Tsunade furrowed her brows upon hearing these words. Recognizing Amegakure as a great village would, in some ways, legitimize its presence on the political map of the great nations. That could have far-reaching implications—not only for Konoha but for the balance of power across the entire region.

—It's an interesting offer, Hanzō, but why offer me land? You know as well as I do that the war is far from over. Why should I consider granting so much power to a village still caught in the middle of the conflict? —Tsunade asked, her gaze unwavering.

Hanzō smiled—not out of joy, but with calculation.

—Because you and I both know that the current situation is unsustainable. The war is shifting, Tsunade-sama, and Amegakure's influence is going to be crucial in the coming years. The great villages are positioning themselves for their next moves, and we cannot be left behind. If you want to avoid a direct conflict with Amegakure, if you want to ensure that this village does not become a threat to your interests, this is the only viable option.

Kaito, who had been silently observing the meeting, understood the magnitude of what was happening. His technology had given Amegakure a considerable advantage, but it had also turned the village into a significant player in the region. It was not just an invention—it was the key to reshaping the future of the Village of Rain.

Tsunade remained deep in thought for a long moment, weighing her options. Finally, she spoke, her tone firm but cautious.

—And what guarantee do I have in return for recognizing Amegakure as a great village? —she asked, never breaking eye contact with Hanzō.

—What I guarantee you is stability in the region, —Hanzō replied—. Amegakure commits to not interfering in the conflicts of the great villages, as long as its rights and development are respected. Additionally, your village will gain access to Amegakure's technology—a strategic advantage few villages will have. This way, the great villages will not only respect us, but they will also depend on us to maintain balance.

Tsunade slowly nodded, realizing that this offer was not just about power. There was a mutual interest in maintaining peace—at least for a time. Kaito's technology could give Konoha a significant strategic advantage, but she also had to consider the risks of dealing with a village like Amegakure, whose leader had clear ambitions.

—I will consider it, Hanzō, —Tsunade finally replied, rising from her seat. Then, she turned to Kaito—. But Kaito, I will need you to ensure that this kind of technology is handled responsibly. We both know how weapons can be misused in the wrong hands.

Kaito nodded, his eyes filled with determination.

—I promise that the technology will only be used for the benefit of the Village of Rain and its people, Tsunade-sama. I do not want my work to be misinterpreted.

Without another word, Tsunade headed for the exit, leaving Hanzō and Kaito in the room. The negotiation had been tense, but now it was clear that the fate of Amegakure was in Kaito's hands—he had managed to change the rules of the game for the Village of Rain.
