The Galaxy was not only tumultuous in space but politically unstable as well.
Having just inspected the new warship, the Divine General Su Shuang saw a familiar face in front of the Divine Generals Hall office building, the Divine General Suo Kexiao from the Borke Civilization.
Su Shuang did not believe this was a coincidence. He looked at the Divine General, whom he could not say he liked, but who always pestered him, and asked very briefly, "What's the matter?"
Suo Kexiao did not take offense at Su Shuang's aloofness, as it was typical of those from the Seven Phoenix Civilization. He simply tossed his head and said, "Let's talk inside."
As Suo Kexiao walked, he looked at the building and commented, "This place is quite nice, I must say. If there's one thing the Galactic Empire does better than the ten giants, it's showing decisive action. The old system of the Galactic High Governance Council has become so rigid that it's disgusting, and it takes forever to finalize anything. But it seems the Galactic Emperor can do whatever he wants."
He said this mainly because the Divine Generals Hall, including all the structures on Sid Star, had been built in just one week.
If Bai Zhongqi were here, he would probably want to embrace the Galactic Emperor, who was also a fanatic for construction. The Galactic Empire had the capacity to rapidly build a plethora of facilities on a planet. The high-level civilizations among the ten giants varied widely in construction capabilities, but a few, like Borke, were particularly skilled in infrastructure.
Upon entering Su Shuang's office, Su Shuang asked directly, "What brings you to Sid Star? Your fleet is over seven thousand light-years away from here, how could you arrive without permission?"

Suo Kexiao casually settled into a comfortable bed seat; the Seven Phoenixes preferred spacious bed seats to chairs, and many of them lounged like slackers.

A civilization that claims to rule the entire Galaxy cannot even produce a single official; the Galactic Emperor, like a formidable hermit, expects the entire Galactic Empire's political structure to scaffold on the remnants of the Galactic High Council. Former representatives have now transformed into officers and ministers of the Prime Minister's Office, and each civilization, each planet retains a considerable degree of autonomy. It seems that our Galactic Emperor only cares about one thing: suppressing calamities and having the entire Galaxy bow to him."
Su Shuang did not respond rashly; he, too, had his doubts about what Suo Kexiao was saying.
Suo Kexiao continued, "The Prime Minister's Office has become the military-administrative organ of the Galactic Empire, but the Empire lacks a coordinated development plan, and the Galactic Emperor seems to lack the desire to intervene. The Divine Generals Hall is listed separately, promoting a bunch of well-known generals and assigning them to our fleets, essentially turning us into warlords. The Prime Minister's Office is currently too busy to deal with the Divine Generals Hall. The Galactic Emperor has allocated 360 official positions, with the highest being the Superior Rank's Three Secretaries, followed by the First Rank's Clan Officials, the Second Rank's Ritual Officials, the Third Rank's Chief Officials, the Fourth Rank's Canon Officials. With only so many positions, and no guidance on how to distribute them, civilizations are nearly at each other's throats."
Su Shuang looked at him and said, "What's your point?"
Suo Kexiao chuckled lightly, pointed to the sky, and said, "A Great God now looms over the ten giants' heads, but the people maneuvering politics are still the same batch. Although currently only seven giants have been absorbed into the Galactic Empire, and despite various degrees of division within each, like your Seven Phoenix Civilization, less than twenty percent of the original strength chose to surrender, with the majority opting to resist. It's just that the Galactic Emperor hasn't yet had the time to eradicate them."
But when you look at it from another angle, those who were once in power only manipulated the rise and fall of a single civilization, but now, as officials of the Galactic Empire, they have to decide the fate of the entire New Milky Way Galaxy. Su Shuang wasn't impatient, but his tone was still not very friendly, "You still haven't said what you want to do."
Suo Kexiao's gaze finally sharpened as he said, "Form an alliance."
"An alliance?"
"Both of us are the undesirable types within our respective civilizations. We definitely can't get involved with the Prime Minister's Office's affairs. But now that we have military power, do not look at those beneath us as somewhat uncooperative. If they disobey orders, the Inspectorate and the Galactic Emperor's personal troops will take care of them, so they dare not rebel. As long as we hold the military power, within the Galactic Empire, we are influential and not some insignificant figures to be ordered around. Perhaps one day, we might even have the chance to dominate our respective original civilizations."
Su Shuang frowned and said, "Suo Kexiao, I didn't expect you to be a person with such tremendous ambition."
Suo Kexiao laughed heartily, "If I weren't ambitious, I wouldn't have been viewed with suspicion by that group of corrupt and mediocre officials in Borke."
After contemplation, Su Shuang replied, "Our covenant is merely verbal, but I will fulfill my promise."
Suo Kexiao stood up to shake hands with Su Shuang, who did not extend his hand. However, Suo Kexiao was not embarrassed and said, "This is already enough."
Su Shuang changed the subject, "In the Great Star Zone of the Three Thousand Second Differential Arm, suspected Swarm influence has already caused severe harm, devastating dozens of civilizations and hundreds of planets, swept away by the plague-like Insectoids. Honestly, I don't think this Swarm is the same as the Star Devourers."
Suo Kexiao shrugged and said, "I don't have an opinion on this. You know, there can only be one Swarm in a universe. If the Iridium Star United Empire is the Swarm, then this new Swarm is probably some trick played by that Swarm Chancellor named Bai Zhongqi."
Su Shuang neither confirmed nor denied, saying, "If the mission of the Galactic Empire is truly to suppress catastrophes, then why is the Galactic Emperor so eager to attack forces that haven't surrendered to him, instead of containing the development of the Swarm?"
"How would I know? Anyway, I think I have figured out the Galactic Empire; the various civilizations below compete for power and wealth, and whenever the Galactic Emperor decides to do something, everyone else will follow, just as long as they don't confront each other militarily. In fact, this order is better than the Galactic High Governance Council, there is at least a referee.
