Above the vast, endless ocean, a golden streak of light flew at a speed almost imperceptible to the human eye. 

"Akio, how was your trip to Liyue this time?" Kitsune Saiguu asked. "It must have been wonderful, right? Even a girl as outstanding as Keqing has fallen for you." 

"Of course! And I have some good news for you," Akio said with a smile. "My authority over life and death has partially recovered. Now, reviving Raiden Makoto shouldn't be too difficult for me." 

Akio's casual remark struck Kitsune Saiguu like a thunderclap. She froze for a moment, then an indescribable joy filled her heart! 

She had missed Raiden Makoto so much. Back then, when Makoto returned from Khaenri'ah gravely injured, Kitsune Saiguu had been utterly heartbroken! 

"Hmm?" Akio suddenly felt something wet in his arms. He looked down and saw Kitsune Saiguu quietly sobbing. 

"Thank you, Akio!" Kitsune Saiguu said earnestly. 

"Do we need to say thank you between us?" Akio shook his head. "Besides, reviving Makoto is partly for the future of Inazuma and partly for my own goal of winning over Ei. I'm not as noble as you think." 

"I know," Kitsune Saiguu nodded. "But you're reviving Makoto! That's enough for me!" 

"Though, I wonder if Makoto will be so angry when she sees the current state of Inazuma that she'll give Ei a good beating," Akio mused with interest. 

"She won't," Kitsune Saiguu shook her head. 

"Makoto might be furious, but she probably won't beat Ei," Kitsune Saiguu said. "Makoto is too gentle. If she sees Ei in her current state, she'll likely be deeply saddened." 

Akio knew what Kitsune Saiguu meant by Ei's current state. 

To avoid erosion, Ei had transformed her body into the Raiden Shogun puppet and retreated into the Plane of Euthymia, relying on meditation to escape erosion. 

Although the Shogun's body was created by Ei transforming her own body into a puppet, its structure still fell within the realm of living beings. However, in the end, Ei had still abandoned her original form.

In an instant, the golden streak of light seemed to tear through space, disappearing in a flash, moving as fast as teleportation. 

Before long, Akio arrived in Inazuma, landing somewhere in the Byakko Plain. 

"Finally back in Inazuma," Akio sighed in relief, flying slowly through the sky. Suddenly, he noticed a large convoy below transporting something covered tightly with thick cloth. The person leading the convoy was none other than Thoma, the housekeeper of the Kamisato Clan! 

Using his spatial senses, Akio discovered that the carts were filled with large sacks of grain, an entire convoy's worth. 

"Does the Kamisato Clan deal in grain? Isn't that under the jurisdiction of the Kanjou Commission?" Akio thought for a moment, then recalled that the Kamisato Clan had been secretly supplying Watatsumi Island with grain. 

"Thoma," Akio descended from the sky, landing not far from Thoma and calling out. 

Hearing Akio's voice, Thoma shivered, then put on a smile and walked over to him. 

"Lord Akio! What a coincidence, you've returned from Liyue?" 

"Yes," Akio nodded. "Just got back. But what are you all doing here? What's with all these carts of goods?" 

"Ah~" Thoma laughed awkwardly. "Just some household supplies for the Kamisato Clan. As the housekeeper, I'm responsible for…" 

"Is that so? Household supplies?" Akio smiled faintly and walked over to the convoy. He casually lifted a corner of the thick cloth, revealing some stones piled on top. With a slight wave of his hand, the stones flew off, exposing the grain beneath. 

Thoma's heart sank as he saw this. Meeting Akio's gaze, he forced a bitter smile, knowing he couldn't hide the truth any longer. 

"My apologies, Lord Akio," Thoma said. "These are actually grains we're transporting to Watatsumi Island. We're selling them food." 

Akio fell silent for a moment. Watatsumi Island's soil had become severely barren, making it nearly impossible to grow crops. 

"Lord Akio," Thoma sighed. "Watatsumi Island's land is so infertile that crops barely yield anything. They used to rely on fishing to survive, but with the Sakoku Decree in place, the seas around Inazuma are filled with storms and lightning. They can't even get fish anymore." 

"In Inazuma, the Kanjou Commission controls the grain supply. In the current situation, they've arbitrarily raised food prices, especially for Watatsumi Island, setting them at astronomical levels!" Thoma gritted his teeth. "Even wealthy merchants can't afford those prices, let alone Watatsumi Island, which was never economically strong to begin with." 

"Do you know how much the Kanjou Commission is charging for a single bag of rice? Thirty thousand Mora!" Thoma picked up a small bag of rice. "Just this little bag costs thirty thousand Mora!" 

Akio was silent. He knew the Kanjou Commission was corrupt, but he hadn't expected them to be this ruthless! 

Thirty thousand Mora—equivalent to three thousand dollars in his previous life—for just this small bag of rice, which looked to be about 15 kilograms! 

"They're truly desperate! They have no other choice, which is why…" Thoma sighed, unable to continue. 

"Sigh…" Akio's eyes turned cold. The Kanjou Commission was truly a parasite on Inazuma. 

"Has Watatsumi Island started any wars recently?" Akio asked Thoma. 

"No, after you suppressed those five thousand rebels last time, they've been quiet," Thoma shook his head. "The Yashiro Commission hasn't done anything like this either." 

"But Watatsumi Island's food supply is truly running out! Their Divine Priestess personally came to plead with the Yashiro Commission to continue supplying them with grain," Thoma said. "Lady Ayaka's heart softened, so she ordered me to transport this grain. But even this will only last them half a month." 

"I see," Akio nodded, his expression icy. 

"Lord Akio, what about this grain?" Thoma asked. 

"Deliver it. They're still citizens of Inazuma," Akio took a deep breath. "As long as they don't rebel again or cause trouble for Inazuma, we shouldn't let them starve. They deserve the right to live."
