Early the next morning, the refugees on the island noticed a significant change in the sky.

A group of soldiers, their origins shrouded in mystery, proclaimed their intent to establish a new nation on this island and invited the refugees to join their cause.

In this chaotic world, the lives of these refugees were as fragile as blades of grass, often overlooked and disregarded. Like resilient insects, they endured harsh conditions, clinging to life with remarkable tenacity.

Initially, the refugees were taken aback by the announcement, struggling to comprehend the reality of the situation, and they hesitated to step forward.

But soon, one brave soul took the initiative.

The soldiers split into groups of a thousand, setting up registration offices in every street and alley across the island, tasked with counting and enrolling those refugees who wished to join.

On the central street, which led directly to the former village's main building, a registration office had been established.

"I want to join the Nation of Qin!"

SuMi, a young boy, declared with a mix of fear and determination.

"Oh? What is your name, and age, and do you have any family?" The soldier in charge of registration raised an eyebrow, surprised to see a child before him, but maintained a stoic demeanor.

"My name is SuMi, I'm thirteen years old, and I have a younger sister named Yemuzi. She's right behind me, look!"

As he spoke, SuMi pulled Yemuzi forward.

"Hmm, Yemuzi, how old is she?"

The soldier glanced at the little girl, jotting down her details.

"She's six years old," Sumi replied quickly.

"Alright, go stand at the back. Someone will assess if you can become a Shinobi and then ask if you wish to join."

The soldier gestured toward the back, where several Shinobi sat cross-legged, eyes closed in meditation.

"Can I really become a Shinobi?" Sumi asked, his eyes wide with disbelief.

"Indeed. His Majesty has categorized our people into two groups: civilians, who will tend to agriculture, and Shinobi, who will defend our land and ensure everyone's safety."

The soldier explained.

"Do... do we have to pay?" Sumi asked, anxiety creeping into his voice. The idea of becoming a Shinobi felt like a distant dream.

"Of course not! These opportunities are provided by the nation, so you need not worry." The soldier chuckled at the question.

"What about food? Yemuzi and I haven't had a proper meal in ages." Sumi pressed on.

"You'll be fed to your heart's content, hahaha!" The soldier laughed heartily.

He pointed to the back again. "Go get assessed; your registration is complete."

As he spoke, he indicated the name written on the paper.

Sumi smiled shyly, relief washing over him, and he bowed respectfully before taking Yemuzi's hand and running toward the assessment area.

At that moment, the surrounding civilians exchanged glances, witnessing Sumi and his sister's decision to join, and they felt a stirring of hope.

The soldier remained patient, calmly observing.

Before long, the villagers could no longer contain themselves.

If this was true, it would be a blessing. Joining the nation meant safety, food, clothing, and shelter— far better than living as homeless refugees without security.

"I want to join!"

"Me too!"

"And me!"

Voices erupted as people rushed forward.

People often follow the crowd, and seeing others step up encourages even the most cautious among them. Realizing this was genuine, and that those who joined had the chance to be assessed for Shinobi training, along with promises of housing and food, many began to waver.

Soon, more and more villagers approached the soldiers' tables, forming a line to join the Nation of Qin.

From a distance, Qin Yi, the Three Generals, Gandalf, and Qin Xiyao watched the scene unfold, smiles spreading across their faces.

"This island is ours now!"

"The number of people is growing rapidly!"

Qin Yi remarked, satisfaction evident in his tone.

As the number of refugees swelled, the six-pointed star on Qin Yi's forehead glimmered, radiating light. The King's Strength he had previously expended was swiftly replenishing, and its quantity was increasing at an impressive rate.

"King's Strength is intrinsically linked to my nation. As my territory, populace, resources, and civilization advance, so too does my power."

Qin Yi's eyes sparkled with understanding.

For a King, a King's Strength is paramount. It can transform into various forms of energy and adapt to the essence of any world's power. Additionally, it is essential for certain royal authorities and abilities.

For instance, the Realm Gate projection that Qin Yi yearned to construct required King's Strength to manifest.

Moreover, King's Strength granted him the ability to effortlessly monitor the detailed information of every citizen within his realm.

In truth, once someone joined his nation, they became his subject, forging a unique and mysterious bond between him and his people.

At that moment, simply by observing the influx of new members, Qin Yi could sense their information and emotions.

This is the essence of a King's power, and also a manifestation of his abilities.

Once they joined the nation, the subjects could no longer pose a threat to the King. Instead, they would be subtly guided to develop positively, striving for growth and vitality.

Within three days, the refugees on the island lined up to join the Nation of Qin. The soldiers worked in shifts, continuously registering newcomers until the task was finally completed.

By the morning of the fourth day, a list was presented to Qin Yi.

"There are seven thousand ordinary civilians, and one thousand five hundred potential Shinobi."

"That means there are eight thousand five hundred people on this island."

Qin Yi was taken aback.

In just four days, his King's Strength had been steadily accumulating, drop by drop, like water flowing into a river.

He had sensed the growing numbers, but he hadn't anticipated they would surpass his army. When spread out, the scale was less apparent.

"Yes, word of Your Majesty's intention to establish a nation, offering security, housing, and food, has ignited enthusiasm among the people."

"This is the advantage of a chaotic world. If you can provide them with shelter, they will ask for nothing more." Qin Lin remarked with a sigh.

"Next, we must swiftly establish the Nation of Qin."

"The layout will be: the central area for ordinary civilians, and the periphery guarded by our soldiers!"

"Let's proceed with this plan." Qin Yi decisively stated.

"Understood. We need the civilians to develop quickly and provide us with ample supplies and food."

"However, I recommend implementing a rotation system. The soldiers also need rest."

Qin Lin suggested.

"Coordinate the specifics with the Three Generals."

Qin Yi nodded.

"Alright. Also, regarding the Realm Gate projection. Your Majesty, you..."

Qin Lin hesitated, scratching his head, leaving his sentence unfinished.
