"It's over so easily. I still have some evidence I've collected, but it seems I won't be able to use it. Orochimaru... No, Fourth Hokage, will Konoha reimburse me?"

Kain tossed a scroll to Orochimaru, which contained evidence of Root's private human experimentation. 

There were three laboratories in the Land of Fire, but Kakuzu had destroyed two of them.

He had originally planned to bring down the high-ranking officials of Konoha, but he hadn't expected Sarutobi Hiruzen to be persuaded.

"You'll be needed to allocate funds in the future, so let's call it an IOU for now, and you can allocate less later," Orochimaru said with a smile as he accepted the scroll. He opened it and began reading. 

It detailed Danzo's research on Hashirama's cells, and the scale of the project required significant funding.

This scroll, combined with Utatane Koharu's recent financial loophole, could very well expose the entire Konoha high command.

Who is Danzo, and why is he studying the remains of the First Hokage?

There's nothing wrong with research on the Second Hokage's project—Tsunade's research was to save Nawaki, and Uzumaki Mito had been consulted beforehand. 

But now that Konoha has no shortage of Wood Style ninjas, Danzo's research into Hashirama's cells reeks of selfish motives.

 As soon as this information comes to light, Tsunade will be furious.

Orochimaru folded the scroll and smiled. "I'll pass this to Tsunade. At least the Root faction in the village won't survive. But now that Danzo has sent most of his personnel away, we owe that to you, Kain-san."

Kain chuckled softly. "They won't give up so easily, especially Sarutobi Hiruzen. Have you seen the look in his eyes? The person he probably hates most right now is you."

"It's nothing more than a last resort. If they can handle it tomorrow, I'll give them high regard... Is Kushina going to be the head of the sealing class?"

Orochimaru asked. Although Kushina wasn't present, he felt confident that Kain could make that decision.

"I'll go ask her."

After Kain finished speaking, he also silently reflected on his next move. He felt it was time to accelerate his plans and make the flying Fortress the new daimyo mansion.

"That position is reserved for her. If you want, you could come and—"

"Forget it, Orochimaru. My business is managed by others, and I might be busy again soon..."

As he spoke, Kain suddenly had a thought. "Nohara Rin is very useful to me. She may disappear for a while."

"Just take care of it," Orochimaru said, not looking up. He was focused on taking over Konoha's affairs quickly so he could use its resources to explore new mysteries.

Although he had obtained Hashirama's cells and the Mangekyō Sharingan, Orochimaru felt that it wasn't enough. 

He had secured two types of power to stabilize the troubled times, but he had yet to obtain the power of Senju Hashirama and Uchiha Madara.

He definitely needed to study it further. Also, with the Extremis virus serum, he believed it might be able to withstand more than two bloodlines, but he was more interested in carefully studying the yin and yang balance within it.

But before that, Orochimaru still needed to sort out Konoha's affairs. The resources provided by a single village were always too limited. 

If there were five great shinobi villages, it might be enough for him to conduct his research.

What Orochimaru hoped for most now was that Kain would become a daimyo. That way, he could leverage his former Hokage status to apply for as much research funding as he wanted and mobilize Anbu to assist with his projects.

"If Hokage assists, the Nara clan won't work. It would be great if Senior Sakumo were here, but Uchiha Fugaku, Tsunade, Nawaki..."

After Kain left, Orochimaru began handling the administrative affairs of Konoha. What he urgently needed was a Hokage to assist him, someone who could save him a lot of trouble.

Uchiha Fugaku was definitely not an option—too much power would only breed the Uchiha clan's ambition, and Fugaku would likely fall victim to the madness of the clan's guards. 

Tsunade, on the other hand, wouldn't even accept the head of the medical department position. She spent all her time at Konoha Hospital, taking the money but leaving everything to her students.

As for Nawaki, Orochimaru had plans for him. He intended to have Nawaki serve as the Anbu captain for a while, then take over as a Jōnin squad leader, and eventually step into the role of Hokage.

Hyuga Hiashi should not be able to refuse the position of Hokage assistant. This would improve the Uchiha clan's standing in the village significantly in a short time, but Orochimaru didn't believe the Hyuga clan could tolerate that.

The Uchiha clan was not some humble ninja family. With the Uchiha clan constantly promoting the number one pupil technique in the ninja world, the Hyuga family would surely be unable to bear it.

"There are also the few Clans and the Inuzuka Clan to consider. Then we just need to wait for the war to end."

Orochimaru quickly assessed the various family ninjas within Konoha, transferring those who needed to be moved and sending those who were destined for the frontlines. 

Almost 80% of the registered ninjas from the four clans—Ino–Shika–Chō and the Sarutobi clan—were reassigned to the border.

 These elite ninjas would ensure that the borders were well-guarded, providing peace of mind for both Konoha and the Land of Fire.
