Chapter 139: Failed Mission

It had been a year since Kumogakure and Kirigakure attempted to infiltrate Uzushiogakure, but they had failed miserably. First, they sent spies into Uzushiogakure, but none ever returned. They tried again a second time, but the result was the same.

For their third attempt, they sent 30 elite ninja by sea. However, 29 of them died, and only one survived to return.

Uzushiogakure had stopped using ships or boats, they had switched to using a teleportation gate. This made it impossible for any infiltrators to enter by boat or by walking on water using chakra.

Seeing the results, both the Raikage and Tsuchikage could only sigh in frustration. It was impossible to invade Uzushiogakure with their current forces. They had already sacrificed over 40 elite shinobi just in attempts to enter the village.

When the news reached the Daimyo:

"Rubbish! They are all rubbish!" the Daimyo fumed in anger. "They only want my money and refuse to get the job done."

Everyone fell silent, watching their Daimyo rage. Neither the ministers nor the servants dared provoke him.

"Tell me, why did they fail?" asked the Daimyo.

"According to the reports, Uzushiogakure is protected by a natural whirlpool," the minister replied.

"A whirlpool? So how does Uzushiogakure manage to enter and live in that small island?" the Daimyo asked.

"The Uzumaki clan specializes in fuinjutsu. They created a sealing technique that can temporarily stop the whirlpool," explained the minister.

"Hmm... does Konoha know this sealing jutsu?" the Daimyo questioned.

"No, they don't. According to Shimura Danzo, Uzumaki Mito refused to teach them any fuinjutsu especially teleportation sealing Jutsu," the minister revealed.

"Mito? Oh, that woman—Hashirama Senju's wife, the peaceful fool," the Daimyo scoffed. "Why can't Konoha ask her to teach them the sealing jutsu?"

"It's because they don't have the power. Sarutobi Hiruzen was chosen as the Third Hokage with Uzumaki Mito's approval. She holds enough influence to block any attempts and could even push the village to choose a new Hokage if she wanted," the minister answered.

"Damn Hashirama, damn Uzushiogakure, damn Konoha!" cursed the Daimyo. "What solutions are the other villages offering?"

"They're asking for more funds to train capable shinobi," the minister replied.

"What?" The Daimyo stood up, furious. "They failed, and now they're asking for more money?"

"Yes, Daimyo-dono. It costs a lot to train elite shinobi, and they estimate it will take a minimum of 10 years and up to 20 years to properly train them," the minister explained.

"Fine, I understand. Call the other Daimyo. I want to meet with them," ordered the Fire Daimyo.

---The Great Daimyos Meeting---

"Uzushiogakure is a thorn in our side. They've prospered without the help of any Daimyo," said the Fire Daimyo. "Now they've dared to bare their fangs and attack one of our nobles."

"Hmph... nobles? That's your fault," accused the Water Daimyo.

"How is that my fault?" the Fire Daimyo shot back, anger rising.

"Of course it's your fault! Who allowed those shinobi, who don't answer to any Daimyo, to roam freely on their land?" the Water Daimyo retorted. "In my land, not a single Uzumaki member dares walk freely."

"You—" the Fire Daimyo pointed accusingly. "Do you want to go to war?"

"Bring it on!" shouted the Water Daimyo, standing up, followed by the Fire Daimyo.

"Both of you, calm down!" the Lightning Daimyo interjected, trying to diffuse the tension, with the Earth and Wind Daimyo nodding in agreement.

Finally, the two settled back into their seats.

"We have a problem here. Shinobi can't enter Uzushiogakure because of the whirlpools," said the Lightning Daimyo.

"I'm aware of that. They're asking us to spend more money on them," said the Fire Daimyo.

"I don't have enough money to add to the budget. My land is a desert," said the Wind Daimyo.

"I don't either. My land is in the mountains," added the Lightning Daimyo.

"Speaking of money, my land is full of fishermen. I don't have any extra budget to offer unless you want fish. In that case, I can donate some fish to that village," said the Water Daimyo.

Before the Earth Daimyo could offer an excuse, the Fire Daimyo slammed the table.

Bang!

"Either you donate, or we cancel the plan to destroy Uzushiogakure," the Fire Daimyo demanded, giving an ultimatum.

Everyone fell silent before they began offering their contributions.

"The new Kazekage has a magnetic kekkei genkai, so I can donate some iron ore to make weapons. But as for food, I'm sorry. We barely have enough for ourselves," said the Wind Daimyo.

"I'll donate some fish and some money to the other villages," added the Water Daimyo.

"I'll donate some money as well," said the Lightning Daimyo.

"Me too," added the Earth Daimyo.

"Good. I'll offer missions to the Land of Wind and provide money and food to the other villages. But let your kage know this donation will last for 10 years. If after 10 years they haven't managed to destroy Uzushiogakure, our donations will stop," declared the Fire Daimyo.

---Uzushiogakure---

"Good, you're really good at Calculus, Orochimaru," smiled Setsuna as he handed the marked exam back to Orochimaru.

"Thank you, sensei," replied Orochimaru.

Setsuna watched the pleased expression on Orochimaru's face. In this village, he didn't teach Orochimaru any Ninjutsu, instead, he spent his time teaching him Physics, Chemistry and Biology.

Meanwhile, Orochimaru's parents had become researchers in the village's research department. They earned a decent income and were living comfortably. Setsuna didn't forbid Orochimaru from learning Ninjutsu, and Orochimaru had already learned chakra control and a few jutsu from his parents.

However, Setsuna had no intention of personally teaching Orochimaru any jutsu, nor did he want to involve those close to Orochimaru, like his parents and friends, in future conflicts and war.

In the original timeline, Orochimaru had dared to kill his sensei, Sarutobi Hiruzen, and Setsuna was determined to prevent the same Orochimaru from becoming mentally unstable or dangerous.

It was better for Orochimaru to grow up as a genius civilian. There was a reason Setsuna didn't stop Orochimaru's parents from teaching him Ninjutsu—it was because he feared Orochimaru would resent him and try to learn jutsu in secret.

Orochimaru, of course, was eager to learn Ninjutsu from Setsuna, but each time he tried to ask, Setsuna would redirect the conversation to science before Orochimaru could even finish his request.

Every time, it went something like this:

"Sensei... I wanted to ask if you could teach me—"

But before Orochimaru could finish, Setsuna would cut him off.

"Good! This is the effect of inertia..." Setsuna would say, effectively preventing Orochimaru from pursuing Ninjutsu under his guidance.
