Chapter 35: The Red Envelope
After Kuragami Uchiha became the Clan Head and took on the role of vice-captain in the Konoha Military Police Force, the department had only managed to clear out a very simple office for him due to time constraints. Besides a desk and a file rack, there was nothing extra in terms of decoration.
This time, while he was out on a mission, the Konoha Military Police Force took the opportunity to give his office a minor renovation.
Not only were the desks and chairs replaced with new ones, but the file cabinet was also carefully reorganized. On one side of the office, there was now a display shelf holding a complete set of tea utensils, clearly crafted by a renowned artisan, along with several carefully selected, high-quality teas.
On the other side, there was a traditional-looking sword rack. The spot where the sword should rest was empty, seemingly reserved for Kuragami Uchiha's sword, Swift Thunder.
Kuragami Uchiha placed his sword onto the rack and turned his gaze toward the wall behind his seat.
This was what pleased him the most.
The otherwise blank wall had no elaborate decorations, just a framed calligraphy piece with four large words: "Just governance, harmonious people."
As he settled into his chair, a report summarizing the recent complaints received by the Konoha Military Police Force was delivered to him on behalf of Fugaku.
After scanning through the reports, Kuragami Uchiha selected a group of individuals who had received the highest number of complaints and summoned both them and their team leaders to his office.
Before long, the room was filled with people.
Kuragami Uchiha glanced at the main subjects of the complaints. Most of them were fresh graduates from the ninja academy, some even younger than himself.
It made sense. The older ones knew better how to restrain themselves, while these newly graduated kids were still full of enthusiasm for the will of fire.
Naturally, they approached their work with unwavering determination, which led them to conflict with the village's opportunistic troublemakers, resulting in numerous complaints.
Meanwhile, the leaders in charge of these patrol teams, mostly Uchiha Clan members, looked rather helpless.
Ever since Kuragami Uchiha took charge, they had been reminding their subordinates daily to enforce the law with a smile. The young ones followed the orders, yet the complaint rate remained high.
Kuragami Uchiha laid out the complaint filed before them.
"Vice-captain Kuragami, it's really not their fault. They were simply enforcing the law fairly, and they strictly adhered to the smiling enforcement policy. These complaints are nothing but malicious reports."
One of the squad leaders stepped forward to explain.
"I know. I've reviewed all the law enforcement records."
Kuragami Uchiha replied. "I didn't call you here to punish you."
After turning his attention to the young civilian ninjas standing behind their leaders, he asked: "How has it been working in the Konoha Military Police Force so far?"
"Reporting to the vice-captain, everything has been going smoothly! We are honored to serve in the Konoha Military Police Force!" A particularly bold young man puffed out his chest as he responded.
"Aranosuke Tamura."
Kuragami Uchiha glanced at the documents and called out his name.
"Very impressive. Within just three days, you handled three cases of illegal street vending and arrested seven drunken troublemakers."
"That was just my duty!" Aranosuke Tamura replied proudly.
"But your complaint rate..."
Before Kuragami Uchiha could finish his sentence, Aranosuke Tamura lowered his head, looking utterly dejected.
"Why the long face?"
Kuragami Uchiha suddenly chuckled. "In the Konoha Military Police Force, complaint rates are not considered in performance evaluations."
"Huh?"
Aranosuke Tamura lifted his head in confusion.
To be honest, he had already braced himself for a scolding. With an 80,000 Ryo monthly salary, additional benefits, and a powerful C-rank jutsu handed to him on his very first day, getting reprimanded would have been a small price to pay.
But now, the vice-captain wasn't planning to scold them?
"Our position inevitably invites misunderstanding from the villagers."
Kuragami Uchiha continued. "But serving Konoha means we must endure certain grievances. We must always remember the teachings of the will of fire. Have faith; we are doing something great."
As he spoke, Kuragami Uchiha took out a thick red envelope from his pocket and placed it in Aranosuke Tamura's hands.
"Well done. This is a reward for your hard work these past few days."
Then, Kuragami Uchiha took out a stack of red envelopes and distributed them to everyone in the room.
Once he finished, he returned to his desk and continued: "I hope all of you will continue your efforts, work together, and build a better Konoha!"
The civilian ninjas, now holding their red envelopes, were deeply moved, and Aranosuke Tamura even saluted on the spot: "Salute to the vice-captain! Loyalty!"
"Loyalty!"

Kuragami Uchiha returned the salute.
After this group left, he called in the next batch and repeated the process.
By midday, every member of the Konoha Military Police Force had received a red envelope from Kuragami Uchiha.
The Uchiha Clan members were used to their new Clan Head's generosity, but the civilian ninjas were completely stunned.
After receiving their red envelopes, their morale skyrocketed. The previous frustration from the high complaint rates vanished entirely.
Now that the red envelopes had been handed out, Kuragami Uchiha finally had time to relax. He brewed himself a cup of tea.
In total, he had given 20,000 Ryo to each division leader, 10,000 Ryo to each team leader, and 5,000 Ryo to every regular team member. The total expense was just under three million Ryo.
For someone holding vast financial resources like Kuragami Uchiha, this was nothing. However, he knew this money would only temporarily stabilize the morale within the Konoha Military Police Force and slightly raise their tolerance for the village's troublemakers.
To truly resolve the issue, he needed an opportunity, one that would allow them to vent their frustration from these malicious complaints.
As for the villagers' satisfaction? Kuragami Uchiha had never cared about that. The so-called smiling enforcement and the public complaint box were just for show. If Konoha's troublemakers were dissatisfied, well... a police baton would make them behave.
"I just hope those two old geezers don't keep me waiting too long." Kuragami Uchiha thought as he sipped his tea.
At that moment, there was a knock on his office door.
"Come in."
The door opened, and when Kuragami Uchiha saw who it was, he smiled.
"Shisui, perfect timing! I was just about to look for you. Here, this red envelope is for you. In the Konoha Military Police Force, everyone gets one."
