"Yes."
Tsunade nodded and said, "Although I would like to proceed with your suggestion, we need to face a problem."
"Konoha has too many ninjas, and the numbers are bloated?"
Kazuki raised an eyebrow slightly.
Among the Five Great Shinobi Villages, Konoha has the largest population. A large population base also means the likelihood of becoming a ninja far exceeds other villages. However, having too many ninjas is not always a good thing.
Despite Konoha's vast ninja population, a large portion of them are civilian ninjas, especially genin.
A large group of ninjas cannot solely rely on mission commissions to sustain themselves.
Many ninjas need to develop side jobs to support themselves or their families, and sometimes these side jobs even become their main livelihood.
Tsunade was concerned that the rapid expansion of the ninja academy might lead to an abnormal increase in Konoha's ninja numbers, ultimately altering the overall environment.
If Konoha's ninjas began competing excessively with one another, the consequences would be unimaginable.
"Yes."
Tsunade admitted her concern with a nod.
"Your idea is good, though it's just overthinking things," Kazuki said with a calm expression.

Tsunade's face darkened, and she instinctively clenched her fist. A sudden urge to punch someone arose in her heart.
Still as infuriating as ever.
Jiraiya, pretending to look over documents, said nothing. As far as he was concerned, it didn't matter much what decision was made. Whatever Tsunade and Kazuki decided was fine by him—his input wasn't necessary.
To be fair, Jiraiya disliked dealing with such troublesome matters.
Closing the document and placing it on the desk, Kazuki ignored Tsunade's gritted teeth and said calmly.
"However, have you considered that the expansion of the ninja academy isn't something that can be completed overnight? It could take two to three years to fully implement everything. Moreover, while Konoha does have a large number of ninjas, how many students graduate from the academy each year? Compared to the massive ninja population, they're like a few grains of sand mixed into a desert."
In a vast desert, adding a handful of sand hardly stirs any waves.
"The most important point is that, no matter how unskilled, ninjas graduating from the academy are still better than those genin who idly waste their days."
Every world has its slackers, and the ninja world is no exception.
These slackers are often older ninjas who fear danger and are unable to improve their skills.
In Kazuki's eyes, these ninjas are worse than fresh academy graduates.
At least the young ones are eager to work hard and grow stronger, whereas the slackers are like mud that cannot stick to a wall.
If not for Tsunade's likely reaction, Kazuki would have suggested cleaning up Konoha's ninja ranks.
Seems to make sense.

For a moment, Tsunade felt the urge to give up entirely.
All that effort thinking and planning, only to realize it was unnecessary—it was frustrating to no end.

"Though not entirely logical, your idea still has merit. At least it eases the village's financial burden, and the academy's expansion can proceed step by step."
"Alright, let's settle it then."

"Here's some unusual intel I've already sent Shinnosuke to investigate. Take a look yourselves."
Tsunade handed over a scroll to Kazuki.
Jiraiya quickly closed his document. Compared to paperwork, he was far more interested in the so-called "special intelligence" Tsunade mentioned.
Kazuki opened the scroll.
Oh, wow. What on earth? Did you really send Shinnosuke to investigate this?
Is he even still alive?

"If nothing unexpected happened, it's them. I didn't think Danzo once collaborated with Hanzo and even drove Yahiko to his death."
"That old man is involved in everything, isn't he?"
Seeing the intelligence report, Jiraiya wanted nothing more than to storm into the hospital and twist Danzo's head off.
That damn old bastard. Hardly any good deeds, but every mess has his fingerprints on it.
"What did you expect? If he weren't like that, why would the Uchiha hate him so much?"
"This isn't simple. I need to speak to the old man immediately and personally go to the Land of Rain. If the intel is accurate, Shinnosuke might fall into a trap."
"Danzo really brought the village a massive headache this time."
"That damn old man."
Just thinking about Nagato with the Rinnegan going berserk sent a chill down Jiraiya's spine.
For example, Akatsuki had once driven rogue and wandering ninjas out of the Land of Rain. Under Yahiko's leadership, they had even completed several commission tasks to fund their organization.
Though years have passed since those activities, traces can still be uncovered with effort.
Indeed, while sorting through intelligence gathered by Root, ANBU uncovered a document about Akatsuki.
The document was soon rewritten into a formal scroll and delivered to the Hokage's office.
Tsunade kept her gaze fixed on Jiraiya. She believed this information would surely shock him.
