Chapter 138: Implementing Changes
---
After taking control of the Village of Lock by force, Hiruzen dispersed the ninja, except for a few official leaders of the village who were knowledgeable about administration and other essential functions.
Seated in the office, Hiruzen spoke,
"Now then, tell me the village's condition and other aspects. Let me see what can be implemented and changed accordingly."
A middle-aged leader stepped forward and began his report.
"Yes, Lord 13. The village forces are as follows: including myself, we have 15 elite Jonin and 54 Jonin.
Apart from that, we have 400 Chunin and 1,400 Genin.
As for our jutsus, we possess 600 E- and D-rank jutsu, 200 C-rank jutsu, 77 B-rank jutsu scrolls, and 8 A-rank jutsu scrolls.
That is nearly all of our jutsu depository, my lord."
Another elite Jonin added,
"My lord, we have 400 million ryo in reserve, along with 67 million ryo worth of missions assigned in the Land of Lock this year.
We have secured the main markets in eight cities, generating almost 110 million ryo in business for the village.
Additionally, we provide protection services for wealthy nobles of the Land of Keys, contributing a substantial sum of 48 million ryo annually."
A third elder spoke up,
"My lord, regarding resources, we have 8,000 explosive tags, 10,800 kunai, shuriken, needles and other ninja tools.
We also possess three chakra metal weapons with 20%, 25%, and 35% purity.
Furthermore, we have acquired the production methods of medical and combat pills from the black market and have begun manufacturing them."
Hiruzen nodded, pleased by the village's unexpected strength. The report far exceeded his initial assumptions. He soon replied,
"Very well. I now have a grasp of Lock Village's structure. But what about the academy?"
The middle-aged man sighed before responding,
"My lord, we have an academy, but the strength of our ninja isn't great, and many families cannot afford the cost of enrollment.
As such, only 10 to 30 students become Genin each year. Last year, we had an outstanding 28 graduates, but this year, the number dropped to only 13."
Hiruzen sighed in frustration and thought,
What kind of fools are they? An academy is a production facility. Not investing in it is an absurd decision.
Even if they lack management skills, can't they at least follow the example of the great villages? These fools are burying potential talents in the ground.
He then spoke,
"I see. I now understand the village's condition. From this moment onward, the academy will be under my direct management.
While your general direction has been acceptable, we need to take everything up a notch."
One of his clones took out a scroll and placed it on the desk.
"This is a space scroll. You should be familiar with these. It contains 1,000 C-rank jutsu, 300 B-rank jutsu, and 50 A-rank jutsu of all five elements.
Additionally, it includes an advanced chakra extraction method on par with those of the five great villages.
"As for a basic chakra extraction technique, send all Genin and Chunin throughout the village to identify civilian children with high chakra potential.
Provide them with this technique. Furthermore, from now on, the academy will conscript children from across the village and expand in size.
Basic wooden weapons will be provided by me. All jutsu below C-rank will be accessible to academy students, while C-rank jutsu will be available to Genin and Chunin.
Jonin will have access to B-rank jutsu, and A-rank jutsu will be granted after two to three successful missions.
"After one year, spread this basic chakra extraction method throughout the village and surrounding cities."
The three Jonin were shocked by the sheer number of jutsu provided by the clone. They listened attentively as he continued,
The middle-aged Jonin hesitated before speaking,
"But my lord, the burden on the village will be great if we provide free academy training—"
The clone cut him off,
"Are you a fool? This practice has been implemented in Konoha for 16 years.
Do you think you have the right to question it when all five great villages have already adopted it?
Furthermore, we will not provide resources our self, but they would have to purchase themselves for practising."
The middle-aged ninja fell silent, realizing his mistake.
The clone continued,
"Provide chakra extraction methods and jutsu. Raise both the quality and quantity of ninja in the village.
Within a year, we will have significantly more missions than before due to influx of ninja throughout the Key Nation.
By conscripting more ninja from the Land of Keys into Lock Village, we can further increase our influence.
"Additionally, I have included weapons production methods and explosive seal techniques, along with various scrolls and seals production.
In a decade or two, the number of ninja in this village will grow almost tenfold, fully integrating the Land of Keys under our influence.
"Also, I have decided to establish an ANBU division for Lock Village. Inform all Chunin and Jonin of its formation.
I will personally select 50 elite Chunin and 10 Jonin to train in exclusive assassination techniques."
"Yes, my lord," the middle-aged Jonin responded, bowing respectfully.
The three Jonin exchanged glances, and excitement crossed their faces. Soon, they hurriedly nodded and left to implement the changes.
Meanwhile, an announcement was made: Lock Village had gained a new leader, and the academy was undergoing major reforms.
Genin and Chunin were dispatched to conduct chakra potential assessments among civilian children.
Time passed.
Hiruzen's clone began forming the ANBU division after informing the former village leader.
He carefully selected 50 elite Chunin and 10 Jonin, personally training them in assassination techniques, evasion methods, and advanced swordplay.
Additionally, he taught them the basics of forming an intelligence network.
Within a month, the ANBU division was operational, and within a year, they were expected to establish an intelligence network spanning the entire Land of Keys.
The development of Lock Village accelerated.
The ANBU division also scouted key locations for resource mining and gathering, while the academy's expansion allowed more children to realize their dreams of becoming ninja.
The villagers, seeing the rapid changes, began praising their new leader.
