The five major villages would be the main military force, while smaller nations and villages could provide logistical support and supplies.
"I agree!" Onoki was the first to respond.
For the impoverished Iwa Ninja Village, this was a golden opportunity to share the burden. The Third Kazekage and Yagura nodded in agreement as well, seeing the practicality of the suggestion.

With the agreement reached, the Kage dispersed, each returning to their respective villages to prepare.

Feeling dejected, the Third Raikage grumbled but began his journey on foot, accompanied by Yagura, who also lacked the ability to fly.
Once the others had left, Shinki remained where he was, his body surrounded by a green aura as he activated his Tenseigan Chakra Mode. A golden lightsaber formed in his right hand, extending toward the ground.
"Aren't you coming out yet?" Shinki called out calmly.

Madara Uchiha emerged from the shadows, his arms folded across his chest. He eyed Shinki with admiration and continued, "It's a pity that no one in the Hyuga clan ever realized the true potential of the Byakugan."
Though he had seemingly departed earlier, Madara had returned, intent on persuading Shinki once more—or finding an opening to strike.
"If we joined forces, no one in the ninja world could stand against us. Together, we could—"
"Stop!"
Shinki cut him off, raising the golden lightsaber and pointing it directly at Madara. His voice was calm but resolute.

Madara's gaze hardened.
"Don't underestimate me, Madara Uchiha. What the Rinnegan can do, the Tenseigan can also accomplish. The Edo Tensei state isn't invincible—you know better than anyone that certain forces can make it irreparable."
The tension between them thickened, but Madara didn't respond immediately. His expression grew serious as he realized he had underestimated Shinki's vigilance and determination.
Without a word, Madara sank into the ground and disappeared.
Shinki sighed, releasing his Tenseigan Chakra Mode.
"You, with your thick eyebrows and big eyes, came back just to try winning me over again?" Shinki muttered under his breath, shaking his head.

"How did it go?" Tsunade asked, standing as Shinki entered.

"There was no fight," Shinki replied. "Madara extended an invitation, I rejected it, and he declared war on the Five Great Ninja Villages. The battlefield will be in the Land of Earth, and the war begins in one month."
Shinki provided a concise summary of his encounter with Madara.
The room fell silent as the gravity of the situation sank in.

The Third Hokage broke the silence with a heavy sigh. "For years, I've kept the Forbidden Scroll secure, but I never imagined someone like Madara would master the Edo Tensei technique."
Orochimaru chuckled, his tone laced with irony. "Old man, the Forbidden Scroll may have been under your care, but it's never been inaccessible. Anyone with the right connections could have studied it."
The comment caught the Third Hokage off guard, and he coughed awkwardly.
Jiraiya chuckled as well, though he quickly stopped when Tsunade shot him a glare.

Realizing there was no point dwelling on the matter, Homura interjected to steer the conversation back on track.

Shinki leaned back on the sofa and explained, "That's precisely what he wants. A war with clear rules ensures the safety of the Rinnegan. Beyond that, he likely sees this as a warm-up—a way to weaken the Five Villages before he moves forward with his real plan."
Tsunade frowned. "So, it's not just about war. It's about entertaining himself and solidifying his advantage."
Shinki nodded. "To put it bluntly, Madara is throwing a grand dance party—and the entire ninja world is his dance floor."
Jiraiya sighed. "Uchiha Dance King strikes again."
