She was referring to the Paramecia-type Ope-Ope no Mi Fruit, which the World Government values so highly that it placed an enormous bounty for it on the black market.
Unlike the Devil Fruit Encyclopedia known to the public, the World Government maintains a private version of the book, far more detailed and comprehensive.
For centuries, the government has used its Grand line intelligence network to update this secret version, adding, deleting, and refining information about Devil Fruits. It contains detailed descriptions of their appearances, abilities, and other features.
As a high-ranking Marine staff officer, Tsuru had access to this confidential information. While the World Government had deliberately erased details about the Ope-Ope no Mi Fruit's ultimate ability, the "Perennial Youth Surgery," the other capabilities of the fruit remained fully documented.
Tsuru was well-versed in the fruit's abilities.

Given Charlotte Linlin's unmatched and almost unnatural reproductive abilities, along with her tendency to pair with different races, this wasn't surprising.
"So, Wilhelm is a hybrid of human and Mink?"
Sengoku frowned.
But as he looked at Vice Admiral Tsuru, a trusted comrade and lifelong ally who had fought alongside him since their youth, he raised a question directly:
"Tsuru, even if that's true, we can't completely rule out the possibility that Wilhelm has a Mythical Zoan ability..."
He paused and continued, "I know a little about the Mink Tribe.
A long time ago, the Marine Science Unit conducted research on them. Their 'Sulong' form is triggered by directly looking at the full moon. It awakens the wild instincts buried deep in their blood, unlocking their full potential and greatly boosting their combat strength."
Sengoku hesitated before adding, "But Wilhelm's fight with Sakazuki happened in broad daylight. Where was the full moon then?"
"Don't forget," Tsuru said with a shrug, "he's the son of that woman from Big Mom's crew. Wilhelm inherited Charlotte Linlin's terrifying talent, which already defies logic."
She explained calmly, "It's not surprising if he exhibits abilities beyond the limits of the Mink Tribe. The Sulong transformation doesn't involve directly absorbing moonlight; it's the sight of the moon that triggers the awakening of their latent wild instincts. That's what amplifies their power."
"In other words," Tsuru continued, "if Wilhelm has found a way to tap into that wild nature and channel his potential, he wouldn't necessarily need to wait for a full moon or look directly at it to transform into a 'Sulong' form."
Her sharp and methodical analysis made Sengoku, known as the "Strategist Admiral," nod in agreement. He couldn't help but praise her: "That does make sense. Impressive as always, Tsuru."
Just then, the office door opened.
A tall figure entered the room, looking at Vice Admiral Tsuru with genuine admiration.
"As always, your analysis is thorough and precise," the man said.
It was Kong!
"Marshal Kong?"
"Someone as busy as you came here personally?"
Both Sengoku and Tsuru were surprised and immediately stood up to show their respect.
"I've heard about it," Kong said, shaking his head. "Sakazuki's operation against Charlotte Wilhelm ended in failure."
Kong sighed, knowing the full story. Sakazuki wasn't willing to give up and had asked him directly for permission to continue pursuing Wilhelm after Sengoku rejected the idea. But there was no need to share this with Sengoku and Tsuru, as it could stir unnecessary tension between them and Akainu.
Taking the bounty poster from Sengoku's hand, Kong studied the image of the young, ruthless, and strikingly handsome figure. His expression grew serious.
"What a terrifying monster," Kong muttered.
Wilhelm had inherited Charlotte Linlin's steel-like, almost indestructible skin, not to mention her monstrous physical abilities.
On top of that, he carried the blood of the Mink Tribe, allowing him to use their electric shock abilities. Even more shocking was his apparent ability to transform into a Sulong form at will, without needing the full moon. This transformation drastically enhanced his combat power and Haki.
"His talent is overwhelming," Kong said. "It's almost absurd."
Kong glanced at the poster again, noting Wilhelm's flawless and almost otherworldly appearance.
Sengoku sighed and admitted, "It's as if he's the perfect creation—a being blessed by the gods."
Kong, the Marine Marshal, couldn't help but feel a twinge of jealousy, unsure of what to say.
The more exceptional someone is, the more cautious and wary they make others feel.
"This child will undoubtedly become a massive threat in the future," Kong thought to himself.
Standing outside the door, he had listened to Vice Admiral Tsuru and Fleet Admiral Sengoku's thorough analysis. He now fully understood why Akainu was so determined to eliminate this young member of the Charlotte family.
Despite Akainu's extreme approach to "absolute justice," Kong found himself appreciating the Admiral's dedication and diligence in securing the Marine's future. For a moment, his opinion of Akainu shifted slightly, softening toward the man's unrelenting efforts.
"Currently," Tsuru began, "we've confirmed that Charlotte Wilhelm can teleport himself or others to specific locations without needing any sort of contact marker. What's more, this ability doesn't seem to drain much of his stamina or have significant restrictions."
She shrugged helplessly. "Whether he has additional abilities is still unclear. We know far too little about him."
"His power should fall under Paramecia," Tsuru continued, "but it's a rare spatial type, like the Space-Space Fruit or Teleport-Teleport Fruit. Similar abilities have been recorded before, but..."
Kong, rubbing his temples in frustration, suddenly recalled something. "Like the Op-Op Fruit, which the World Government values at 5 billion berries on the black market. That fruit can also allow its user to teleport themselves or others."
Tsuru nodded at first but then quickly countered, "True, the Ope-Ope no Mi Fruit has a similar ability. However, its user must create a spherical operating field to manipulate objects or teleport targets. Its range is limited, and the energy consumption is significant. It's not something that can be maintained for long."

Kong furrowed his brow. "What do you think the new bounty should be?"
Wilhelm's abilities and threat level certainly justified raising his bounty significantly. While one billion berries felt excessive for a fifteen-year-old, a bounty of seven or eight hundred million seemed appropriate.
The problem was maintaining Marine's reputation. Suddenly inflating the bounty of a 15-year-old from 200 million to such a high amount might invite ridicule. However, the danger Wilhelm posed couldn't be ignored.
Marine tradition dictated that a bounty increase not only served to alert civilians but also to warn Marine personnel of the individual's threat level. It was a way to prevent inexperienced Marines from underestimating the target, recklessly challenging them, or failing to act decisively when necessary.
"I think a bounty of at least 500 million berries is reasonable," Tsuru suggested.
