Pokémon: Chronicles of Freedom

Chapter 400: Chapter 399: Return to the Forest

Anyway, the name isn't important for now; it's just the initial stage of an organization, with only a basic group of people.

They don't even have the capability to manage a black market yet.

Although the black market in Leafy Town isn't worth mentioning, in the future, as the town develops, it will be essential for the black market to come under Cain's control since it's one of the main sources of income for an underground organization.

As for protection fees, the monthly amount isn't significant, so it's no surprise that when Cain pulled out three million, both Viper and the rest showed expressions of disbelief.

This demonstrates how ridiculous the Black Snake group's income had been in the past.

For the Cain of before, those three million would have been a considerable amount, but now it's manageable.

In the coming days, the goal will be to make money, and Cain will look for ways for Team Heaven to generate their own income, allowing them to sustain themselves.

The initial investment of three million will allow everyone to switch Pokémon, ensuring that each person has at least one of acceptable quality, with a minimum aptitude of dark yellow. This will ensure their growth potential is slightly higher.

For those who join in the future, they won't have to capture their first Pokémon either; they'll be provided with one of the same quality, saving time and accelerating the team's development.

"For tomorrow, Alec, you and the others will take everyone to Verdanturf Town to process hunter licenses on the black market. Skye, buy a batch of useful Pokémon with good aptitude."

"Then, everyone head out to capture Pokémon in the forest. For now, set aside the protection fees; spend some time in the field. That will speed up your growth and help weed out the weaker ones."

Cain gave orders for what needed to be done in the coming days: strengthen their power and capture Pokémon to make money!

Those with little strength or who couldn't keep up would be eliminated immediately.

If their loyalty proved sufficient, they could work in support roles. Otherwise, it was better to remove them right away.

The new members felt a chill upon hearing Cain's words.

The new leader seemed generous with money, but his expectations were high, and those who failed to meet them would be mercilessly discarded.

Having seen how Cain had wiped out the members at the Black Snake group's base, they knew he wouldn't hesitate to kill.

Sending Alec and the others to the forest with the new recruits would not only give them a chance to improve their skills and capture Pokémon to make money but also help eliminate those with less potential. It was similar to the trial on Team Rocket's island.

Surviving in the wild was like sifting through sand; those who remained would be truly valuable.

Cain's small group was just beginning; they didn't need many people, but they did want each one to be capable enough.

The requirements weren't too high; it was enough for them to reach the level of an ordinary Team Rocket member.

Of course, for Alec and the others, expectations were higher.

That same night, Cain established the foundation of his future underground organization in the Hoenn region. His role within Team Rocket would depend on his strength.

If Cain reached the level of Executives like Sabrina or Koga, he could oversee the entire Hoenn region; with Giovanni's determination, this wasn't impossible. But if he didn't reach that level, they'd likely send someone else to take control.

If his group developed properly and Cain demonstrated the necessary strength, they could become a team like the so-called Void group in Mauville City.

When Leafy Town's growth stabilized and accelerated, that would be when this new organization officially made its presence known.

Cain's only obstacle was Leafy Town's slow development.

To overcome that, the fastest and most effective method would be to establish a gym in the town.

Just look at neighboring Verdanturf Town. In the past, it was as poor and underdeveloped as Leafy Town, but since a Pokémon Contest Hall was built there, its popularity has skyrocketed.

Moreover, its renewed atmosphere and prime location have made it a desired retirement spot for many seniors.

Soon after, a gym was established in Verdanturf Town (added by the author; please don't criticize). Although the gym isn't very famous, the combination of the Contest Hall and the gym has caused the town to grow rapidly.

It's said that the mayor of Verdanturf Town even considered renaming the town to Verdanturf City, though the lack of support has halted the initiative.

This shows the level of development Verdanturf Town has achieved.

Cain doesn't intend to immediately reach that level, but he can replicate their development strategy. With the support of Devon Corporation and some recommendations from old Matsuda in the League, Leafy Town's development shouldn't be a problem.

Once the town prospers, all of Cain's forces will grow quickly, whether it's the underground organization known as Team Heaven or the surface-level gym.

Leafy Town will be Cain's true point of origin.

Of course, this is all just a plan; he's only taken the first step and still faces significant challenges.

After assigning all tasks, Cain left with Honchkrow and Sneasel.

Given Honchkrow's current size and strength, flying with Cain isn't a problem.

Cain climbed onto its back, returning directly to his residence.

For now, it wasn't convenient for Cain to reveal his identity to these people, whether his real appearance or his status as a League member.

With Alec and the others present, small decisions could be handled among them.

In the past, Murkrow used to perch on Cain's shoulder, but now Honchkrow carried him in flight.

Although Honchkrow didn't have as much space as Tropius, as long as it didn't fly too fast, Cain could hold on without issue.

Cain returned directly to his room and collapsed into bed.

The next day.

Cain left with his Pokémon and went straight into the forest behind the garden.

To open a gym, Cain still needed to improve his strength. At the very least, he required the strength of an advanced-level trainer, similar to a Team Rocket Officer, to obtain permission to open a gym in a small place like Leafy Town.

This was possible only with League contacts; otherwise, it would be extremely difficult.

With Slowpoke, Sneasel, and Skorupi, Cain headed deeper into the forest.

He also needed to raise his rank as a hunter in the Hunter Guild. Only by reaching the level of a four-star hunter could he create a hunter team and accept team missions.

Team missions were by far the fastest way to make money.

At first, he didn't encounter many Pokémon, but as he ventured deeper into the forest, they gradually began to appear.
