Chapter 132: Chapter 132: Fugaku’s Sustainable Development and the Shinobi World Conference



The Shinobi World. 

A meeting that would determine the fate of the world was about to take place, and almost everyone was waiting for the outcome. 

Anyone with common sense was paying attention to this event. While they worried that the Sun God Kingdom might turn tyrannical, the continuous flow of intelligence reports had given them a new understanding of how its citizens were treated. 

The world order was shifting, and on the surface, everything seemed to be moving in a positive direction. 

But in the Shinobi World, there were always people who weren't normal—those who believed the world was meant to be filled with suffering and that the only way forward was complete destruction. They wanted to justify their own failures by dragging everything down with them. 

Uchiha Obito was clearly one of them. 

The familiar graveyard on a hill—the place where Uchiha Madara was buried. 

Even though he was alone, Obito still habitually wore Madara's mask. He had already started seeing himself as the real Madara. Judging by the way his fingers clenched the armrests of his chair, it was clear he was in a terrible mood. 

Just look at what he had been through lately. 

His attempt to recruit Hyuga Hitoshi had failed. He lost control over Kirigakure. Not only was his identity exposed and himself beaten to a pulp, but Hitoshi even took Rin right in front of him. To make things worse, Black Zetsu rubbed salt in the wound with his usual mind-breaking comments, and those words still echoed in his head. 

That's right. 

Black Zetsu had struck again. He even went out of his way to personally mock Obito, calling him useless. He pointed out that despite all the time Obito had, he hadn't captured a single Tailed Beast, whereas in just one move, Black Zetsu had secured two. Compared to him, Obito was nothing but a failure. 

That alone was bad enough, but Black Zetsu didn't stop there. While mocking him, he also made sure to update Obito on Rin's situation—clearly and explicitly telling him that just recently, the "legal loli" had taken a bold step forward, and Hyuga Hitoshi had helped her take ninety-nine more. The rumor was that the entire night had been wild, and by the end of it, Nohara Rin had completely become Hitoshi's woman. 

After being bombarded with insults, Obito was devastated, but at the same time, he was confused. 

Just a while ago, Black Zetsu was still in a passive state, seemingly uninterested in doing anything. But now, in a single move, he had managed to steal two Tailed Beasts from the Sun God Kingdom? 

This shocked Obito so much that he even went to check in on the Akatsuki. 

Obito had his own thoughts. 

Hyuga Hitoshi had taken Kirigakure from him. Taken Rin. Beaten him twice. There was no way he wouldn't want revenge. 

But the problem was obvious—he was no match for Hitoshi. 

His original plan was to provoke conflict between Hitoshi and Nagato, making Nagato believe that the Sun God Kingdom would stand in the way of the Akatsuki's future plans. That way, Nagato would take action against Hitoshi for him. 

But for some reason, Nagato wasn't taking the bait. He kept saying that the Sun God Kingdom wasn't an enemy and that they needed to observe its potential for cooperation. 

Even worse, Nagato was actually annoyed by Obito's attempts to stir things up. That alone was already a huge blow to Obito's plans. 

But what broke him even more came later. 

After Black Zetsu stole the two Tailed Beasts, Obito went to talk to Nagato again, hoping to finally convince him to go after the Sun God Kingdom. 

What he didn't expect was that this time, Nagato's response would nearly make him spit blood. 

"The Four-Tails and Five-Tails were gifts from Lord Sun God. The White Tiger of Akatsuki, Konan, will become the Divine Consort of Lord Sun God. The Sun God Kingdom and Akatsuki are about to form a deep alliance. We are allies, not enemies." 

The level of chuunibyou in this statement was off the charts. 

When Nagato said this with a completely serious expression, Obito remained silent for three full minutes before using Kamui to leave. 

Fine. Fine. 

If that's how it is, then why not find a wife for this 'God' too?

Obito was stunned. 

"What? He's messing with your childhood friend, and you're just going to stand there and watch? You actually agreed to it? You even let Konan deliver a gift to express her gratitude?" 

"Am I the one who's lost his mind, or has this whole world gone crazy?" 

Feeling lost, Obito returned to the Hill of Graves. Based on Nagato's reaction, he finally confirmed something that made him incredibly frustrated—Nagato, the inheritor of the Rinnegan, was no longer under his control. 

And the one responsible for this was none other than Hyuga Hitoshi, the guy who messed with Konan! 

First, it was Kirigakure. Then Rin. And now, even the Akatsuki! 

Even Black Zetsu, who was always scheming behind the scenes, had turned his back on him! 

But did they really think this would be enough to stop Uchiha Madara's plan? 

Obito let out a cold laugh and slowly rose from his throne. As a master manipulator, he had his own allies. 

Activating Kamui, his body slowly faded away. 

Somewhere in a small island nation near the Land of Waves, in a remote village… 

Inside a dimly lit, cramped room, the first leader of the Root Shadow, Danzo, sat upright, calmly preparing tea. 

Suddenly, the space inside the room twisted, and Obito's figure slowly emerged. 

"This place is a bit too small to be considered a proper ninja village," Obito said in a low voice, still speaking with that familiar Uchiha Madara tone. 

Failures often mocked other failures, but at the same time, they also tended to stick together. 

His partnership with Danzo had started by chance. 

Back during the war in Konoha, Danzo had always been stirring up trouble on the battlefield. It wasn't surprising that he crossed paths with Obito, who was doing the same thing. 

In fact, they once worked together seamlessly. That collaboration led directly to the death of Yahiko, the leader of the Akatsuki, and pushed Nagato into darkness. 

Hanzo's attitude toward the Akatsuki had shifted from admiration to fear, seeing them as a threat to his rule over Amegakure. That was entirely thanks to Danzo and Obito. 

Danzo, acting in the name of Konoha, had partnered with Hanzo to ambush Yahiko, forcing Nagato to go berserk. Meanwhile, Obito had been busy in the background, eliminating every Akatsuki member who had tried to come to Nagato's aid. 

That was their first cooperation—a perfect understanding between two villains. 

"It may be small, but it's a good place to grow in secret," Danzo said calmly, taking a sip of tea. 

His connection with the Second Hokage still hadn't been cut off, meaning Senju Tobirama was still under summoning. 

And as his student, Danzo knew exactly how his master thought. 

With Tobirama's personality, he would make sure to take care of any lingering threats before leaving. 

This secluded corner of the world was the perfect place for Danzo to build his Root Shadow Village. 

"Maybe," 

Obito muttered, narrowing his eyes. 

He had taken a quick look at this village before arriving, and it was clear that the Daimyo of the Land of Fire had already prepared an escape plan. 

The village might be small, but its elite forces were well-trained. 

As the early foundation of a ninja village, it was already quite impressive. 

More importantly, this small Root Shadow Village had access to two methods of reviving the dead—Edo Tensei and Earth Release Resurrection Jutsu. 

In Obito's eyes, this village had great potential. 

"Still, it's nothing compared to Konoha," Obito said, looking at Danzo with a hint of mockery. 

"If, during the Nine-Tails attack, you hadn't just stood by and watched, but had instead taken action and killed the Third Hokage, you could have already fulfilled your dream of becoming Hokage." 

Obito's tone was filled with disdain. 

Even as a fellow villain, he looked down on Danzo. 

When it came to both skill and determination, this man had proven time and time again that he was the worst of the worst. 

If he had a choice, Obito wouldn't have picked Danzo as a partner. 

Danzo simply wasn't worthy. 

But Obito also knew that even though Danzo was right in front of him, he couldn't force him to share the Edo Tensei technique. 

A man like Danzo would have already prepared countermeasures. 

If Obito tried to control him with the Sharingan, Danzo would have erased his own memories in advance. 

Still, that didn't stop Obito from mocking him. 

And he wasn't wrong. 

Back when Obito found out about Kushina's upcoming childbirth, he had approached Danzo, hoping to form an alliance. 

But at the time, Danzo didn't have the guts to assassinate Hiruzen. 

As a result, after the Nine-Tails attack, Hiruzen easily reclaimed the Hokage position. 

In Obito's view, that had been Danzo's best chance. 

If he had risked everything and killed the Third, then after Minato's death and Jiraiya's refusal to take the position, Danzo could have simply played his cards right and taken the role of the Fifth Hokage.

Danzo, on the other hand? 

Even though he knew he was supposed to go after Kushina, he just hid and played dead, taking Root far away and basically going completely offline. What a wasted opportunity. 

"You don't understand anything." 

Obito's mocking didn't faze Danzo. He just sighed. 

"You overestimate yourself. You put too much faith in your Sharingan's control over the Nine-Tails. You didn't even hold off the Fourth Hokage for long, so you didn't leave me much time to act." 

If the Nine-Tails had drained more of Sarutobi's energy while under control, Danzo might have had a chance. But the problem was, this so-called 'Uchiha Madara' in front of him didn't hold Minato back at all. Instead, the Fourth Hokage completely schooled him and made him lose control of the beast. 

As a result, the Fourth Hokage rushed back to the village in time to stop a Tailed Beast Bomb from going off inside. Though he ended up sacrificing himself to seal the Nine-Tails, the outcome was exactly what Obito saw—Danzo had done nothing the whole time. But it wasn't like he wanted to just sit there and do nothing. 

Danzo narrowed his eyes and hit Obito where it hurt. 

"The real Uchiha Madara wouldn't fail to hold off Namikaze Minato for even five minutes." 

You're nowhere near his level, you fake. 

And so, the two villains, after exposing each other's shortcomings, fell into silence. 

Still, after cooling off, they got back to cooperating. They decided to stop fighting each other and focus on the future. After all, with Edo Tensei in their hands, they had plenty of possibilities ahead. 

After a discussion, they divided their tasks. 

Obito took over Sarutobi Hiruzen's old job—finding the remains of fallen strong warriors. But what he really wanted was to secretly observe and learn Edo Tensei, using Kamui's unique abilities. 

Danzo, on the other hand, focused on improving Edo Tensei. His goal was to not only strengthen the summoned individuals but also enhance control over them, ensuring that they wouldn't break free like Senju Tobirama once did. 

After what happened with Tobirama, he had some ideas. He suspected that adding a certain someone's cells into the sacrifice might fix the issue, but he needed time to confirm it. 

Of course, just like Obito didn't trust Danzo and wanted to steal his Edo Tensei knowledge, Danzo didn't trust Obito either. He saw him as a useless fraud who couldn't even defeat the Fourth Hokage. Danzo was simply using Obito's space-time abilities to improve efficiency in finding corpses. 

This kind of 'cooperation while scheming against each other'—now that's the true villain dynamic. 

What neither of them knew, though, was that their meeting, their entire situation, was all orchestrated by someone else. No matter what they did, in the end, they were just tools—pawns in Hyuga Hitoshi's game to rewrite the shinobi world's logic and storyline. 

Meanwhile, while Danzo and Obito were busy refining their plans, Fugaku was speaking seriously to Uchiha Satoshi about something very important. 

"Meeting all of Hitoshi's needs, using Uchiha's most beautiful women to open up cooperation with the Sun God Kingdom—what's wrong with that? Do you really think Hitoshi, as careless as he is, can be properly taken care of by just a few maids? Of course not! Do you still not understand why I held the Uchiha Beauty Contest?" 

Uchiha Satoshi was shaken, but he also looked troubled. 

"Well… I mean, that makes sense, but… Hokage-sama, while Uchiha does have plenty of talented women, the ones with good looks have all joined the Sun God's maid squad or are in the reserve team. Some of the clan members aren't too happy about that." 

All the beautiful adult black-haired girls had become full-time maids. The younger ones were in training to be future maids. They were even getting educated on how to serve properly from a young age.

If things had gone the way they did in the original story, he probably wouldn't have batted an eye even if his son wiped out the entire clan right in front of him. 

But now, at least, he was a proper clan leader and Hokage. 

This was largely because of how much Fugaku analyzed Hyuga Hitoshi's methods. Looking at everything Hitoshi had done, his way of never letting the people around him suffer losses was truly admirable.

I'm sure they won't refuse."

If the "evil" Uchiha clan got their hands on Yasakani no Magatama, the consequences could be catastrophic. 

The clan leader was probably trying to see what Itachi would do.

Just from the way Hitoshi looked full of energy, Fugaku knew he was on the right track. 

The time had come. 

Fugaku quickly stepped forward and followed Hitoshi to the meeting hall.

The meeting that will decide the future of the ninja world has officially begun!
