"Send for Danzo," Minato ordered. His voice was steady, but inside, a storm was brewing. "We need to address this immediately."
As the aide departed, Minato sat back in his chair, his thoughts racing. Danzo. The name alone sent a chill through him. He had always known there were things buried beneath the surface of Konoha's history. But now, those things were surfacing, and the consequences were more than he could control.

Danzo's face remained unchanged, but the tension in the room grew thick. "The people are simply reacting to fear and uncertainty, Hokage-sama. It is only natural after such a devastating war. They do not understand the sacrifices that were made to protect them."
"But they're asking questions, Danzo," Minato said, his voice rising slightly. "And those questions are leading to darker truths. The truth about Root's operations, about the weapons we used, and the role we played in this war. I won't let this village fall into chaos. I need to know the truth."
Danzo took a step forward, his cold gaze never leaving Minato. "You want the truth, Hokage-sama? The truth is that Konoha has always had to do what was necessary to survive. The villagers do not understand the complexities of our situation. They do not understand the decisions that had to be made in the shadows. But that is the burden of leadership—making the hard choices."
Minato's eyes narrowed. "You're not answering my question, Danzo. What exactly did Root do during this war? What did you do?"
Danzo's lips curled into a thin smile. "I did what was necessary to protect this village and its future. The rest is of no consequence. You know that, Minato. You know that the war we fought was not won on the battlefield alone. The true victory was in the shadows, where we controlled the flow of information, the weapons, and the very tide of war itself."
Minato's hand clenched into a fist. "I didn't ask for this, Danzo. I didn't ask for you to play God with Konoha's future. If this village is to survive, we need the people to trust us. If that trust is broken, then everything we've fought for will be for nothing."
Danzo's expression softened, his voice almost sympathetic. "Trust is a fragile thing, Hokage-sama. Sometimes, it must be broken for the greater good."

Minato quickly broke the seal and began to read the contents. His face tightened as he processed the information. "Another attack," he muttered. "At the border near the Land of Rivers. We need to mobilize a response."
Danzo's eyes gleamed with something close to satisfaction. "It seems that there are still forces outside Konoha that would seek to undermine our stability. Perhaps we should take advantage of this, Minato. Use it to strengthen our resolve. To distract the people from the chaos growing within."
Minato remained silent for a moment, his mind racing. He could feel the weight of the decision bearing down on him. To confront the truth about Root, to confront the truth about the village, or to focus on this new threat and keep the village distracted long enough to keep his own secrets hidden.
"Prepare the forces," Minato finally said, his voice calm, but there was a storm beneath it. "We will deal with the attack. But Danzo… we will address the situation with Root. The people need answers, and they will get them."
Danzo gave a subtle nod, his eyes narrowing with calculation. "As you wish, Hokage-sama."
