It also changed the way people greeted each other, requiring them to raise their hands and shout "Victor" upon meeting.

Furthermore, it mandated hanging half-portraits of the Governor in squares and public places.

Even, the 'Federal New Organization Act' stipulated that Vatican-sent missionaries had to get approval from the Governor's Mansion to preach.

Otherwise, it would all be considered "smuggling."

Victor obviously couldn't just outlaw their beliefs at once, but astute people knew he was testing the waters. If the Vatican could accept this, perhaps the 'Mexican version' could include Victor's theory in the future?
