The situation in the north is getting worse. The famine is a sinking hole that keeps sucking out all the money from the northern nobles. Among those noble houses is the Noble House of Bolton. Roose Bolton taps the table with his finger. His anger and frustration is evident on his face.
He looks at the report in front of him and releases a sigh.
He is angrier than usual. He receives the news that Jon Arryn has rejected the plea from Eddard Stark. He is not angry because of the letter but rather because of how the letter was delivered. Instead of a demand for his loyalty to the crown, Eddard Stark decided to plead.
He knows that Eddard does not have any steel he needs to lead an entire kingdom, and he loves to take over the position of the Warden of the North. Sadly, the situation is something that makes all the Northern Nobles suffer.
He cannot attack the Stark at its lowest with famine attacking the entire region. He is also at his lowest.
He grits his teeth in frustration because he needs to do something, or his house will run out of food.
"Father"
He snaps from his thoughts and sees his son enter his office. He is holding a letter.
"What is it?"
"Father, Braavos refuses to trade food with us because they are also experiencing a bad harvest with what land they have. However, they offer us a solution. It is something you might want to think about carefully."
Domeric gives the letter to his father. Roose read the letter, and his frown slowly disappeared. When he is done, he puts the letter on the table and leans over his chair.
"Directly buying from the Solaris Kingdom, huh? That will be a risky journey but can be a rewarding one."
He already knows the news about dragons and magic from the Solaris Kingdom. He doesn't know about the latter but believes in the former. A dragon appears once again, and it is already big enough to obliterate an entire fleet—the strongest fleet in the Seven Kingdoms.
Buying food from Targaryen will target you as a traitor to the Baratheon Dynasty—especially Targaryen, which has an army and its own kingdom not too far away from your kingdom. However, he is desperate enough to consider this action.
He wants to take over the North, and as much as it pains him to admit it, Bolton House cannot do it by itself. They need help, and Solaris Kingdom can help them to take over the throne of the North.
If there is no Dragon in play, he will not think that the Solaris Kingdom can win a war against the Seven Kingdoms. But now a dragon is coming into play; the Solaris Kingdom now has a chance of winning.
He also knows that Dorne will side with the Targaryen than Baratheon when war comes into place. The Reach will be neutral like the Rebellion. They will wait until the winner is clear before siding with them. The only people who will join the Baratheon are the North, Stormland, Vale, the West, and Riverland.
The Reach, Dorne, and Iron Islands will either side with the Targaryen or stay neutral.
Reach and Iron Islands are not the problem. The problem is Dorne. They have all the things they require to fight to the death against the Baratheon. They are the former ruling house when they are married to the Targaryen.
Because of these reasons, it is difficult for him to choose if he wants to go and meet the Targaryen.
After thinking for a few seconds, he releases a sigh and says.
"Domeric, prepare to go to Braavos."
"Can I ask the reason, father?"
"You need to go to Braavos, hire cargo ships, and go to Solaris Kingdom. You will be disguised as a merchant who wants to buy food from Solaris. I shall give you gold for the food. I need you to buy as much food as you can from that place. We cannot be seen to have transactions with the Solaris Kingdom. At least, not yet. I shall leave you to get the best price from them."
Domeric nods his head in understanding. He looks at his father and says.
"I understand, father. I shall bring good news."
"Good. You can go now. You shall depart tomorrow morning. For now, I need to prepare your escort."
Domeric nods and leaves the office.

Roose is not the only person who is thinking of buying food from the Solaris Kingdom and ignoring the consequences. House Coldwater of Coldwater Burn is a noble house from Coldwater Burn in the Vale of Arryn. They are not the poorest noble house in Vale but among the poorest.
Their land is not the best for agriculture, but they make do because they can still produce food from their land and fill the hole using fishing. However, it has been going bad lately. Famine hit the northern vale, and that includes the Coldwater Burn.
What makes matters worse is that it is an egging season for the fish. That means all the fish are either still eggs or they are so small that their net is not effective in capturing them.
Royce Coldwater grits his teeth in frustration as he reads reports of his people dying of starvation. He already borrowed money to buy food from Essos and other noble houses, but they were still too expensive for him. The only ones who can sell him cheap food are the Solaris Kingdom, but they are the enemy of the kingdoms, and he knows that if he is caught buying food from them, his family will be done.
However, he is desperate enough to write a letter to Solaris Kingdom and order his most loyal people to deliver it to Solaris. He shall betray the lord, who ignores his plea and asks for help from the King, who can help him and his family.
He doesn't know this, but many people think the same way. Jon Arryn thinks not to rock the boat, but by not doing anything, he is the one rocking the boat—seeds of doubt and rebellion already sown. It will grow, and Viserys will harvest them.
