"This place?"
The group followed Shinso Hitoshi, but they arrived at a location that was a bit different from what they had expected. They stopped in front of a tall building.

"Yes. According to the information from that 'agent,' this is the new hideout of the 'League of Villains.'"
Takeyama Urei looked up at the building, which was over thirty stories tall and hundreds of meters high. People were constantly coming and going. She was very doubtful.

Todoroki Shoto disagreed with Takeyama's point. He thought for a moment before speaking.

Hatsume Mei offered a solution to one of their problems, but the biggest challenge they still faced was dealing with the enemies from the "League of Villains."
These enemies, most of whom had committed murder, wouldn't exactly greet them with open arms. If they went up recklessly, it would certainly end badly. They just wanted to sneak in and check on Midoriya, and learn about his current situation.

As for the stairs, there used to be a way up... but the owner of the top floor, who loved the mysterious style, had ordered workers with "Rock" Quirks to completely block the stairs.
Even the fire department had never tried to deal with it, which made all the building staff marvel. After all, rich people really do things in their own way.
From what the security guards had said, it seemed like the private elevator to the top floor had hardly ever been used. They even doubted whether anyone was up there at all, but of course, that wasn't something they, as security, needed to worry about.
Todoroki Shoto and Hatsume Mei entered the private elevator, while Takeyama Urei stayed outside to keep watch. Todoroki was there mainly because he had the combat skills to handle any unexpected situations. As for Hatsume Mei... she had already pulled out tools from the pockets of her overalls.
Carrying tools at all times is a must for an inventor, and Hatsume Mei never went anywhere without hers. This time, they came in handy as she prepared to hack into the private elevator's system to get them to the top floor.
Meanwhile:
Bakugo Katsuki and Shinso Hitoshi were positioned at the back of the building. The city of Jino was coastal, and this skyscraper was built close to the sea. The back of the building had only a few security guards patrolling, and Shinso Hitoshi had already taken care of all of them.
Uraraka Ochako gave Bakugo a light tap, applying her "Zero Gravity" quirk to him, then gave him a thumbs-up to signal she was done.
"Alright, it's all up to you now, Bakugo. Be careful."
"Hmph, worst case, I'll just fight the League of Villains!"
Despite his tough talk, Bakugo moved cautiously. He aimed his hands downward and set off small explosions. Normally, the force from these would be weaker than a fan's breeze, but right now, it was more than enough.
With Ochako's quirk reducing his weight to almost nothing, even the slightest explosion was enough to propel him into the air. And since the back of the building faced the sea, no one would notice Bakugo flying up.
Using the building's structure to push himself upward, Bakugo's flight was nearly silent thanks to Ochako's "Zero Gravity." He was essentially floating upward with minimal effort.
Soon, Bakugo reached the top floor of the building. He carefully moved closer to the window. With "Zero Gravity" still active, he didn't have to worry about falling.
Peeking through the window, Bakugo saw that the top floor was set up like a bar. Inside were several people... all of them members of the League of Villains.
Ochako's plan was to have Bakugo, in his weightless state, fly to the top floor and scout the situation through the window. Meanwhile, Hatsume Mei would hack the private elevator from inside to gain access to the top.
The first step was to confirm whether the top floor was indeed the League of Villains' hideout. If it was, the next phase of the plan would begin, with the focus shifting to Todoroki and the others.
They were here to find Midoriya Izuku. They needed to know his current situation—was he being held here by the League of Villains? Did he need rescuing? Regardless of the answer, the next steps were already set in motion.
This building is full of ordinary people, so fighting the enemies here is definitely not an option. Plus, we're outnumbered, so engaging in combat isn't ideal. That leaves us with only one plan.
After hacking the elevator to the top floor, Hatsume Mei tossed in the special device Midoriya had made and pressed the button for the top floor. Everything was set.
It wasn't the most dangerous model, but Midoriya had left quite a few of his inventions in the support department, and Hatsume happened to have a few of them. Sensing that this mission might be risky, she brought one along.
So, the careful and detailed plan Ochako proposed was actually quite simple: first, confirm if the League of Villains is on the top floor. If they are... well, just throw in the dangerous weapon. It won't kill anyone, so there's no need to worry too much.
